Jodi L. Howick

Ms. Howick has extensive experience in the areas of aviation and transportation law, governance, construction, and transactional law, as well as local, state, and federal legislative matters. Her practice concentrates on airport business, contracting and regulatory needs, airport and other real property development, ground transportation matters, and government law. Ms. Howick serves as chair of the firm's Women Lawyers Group.

    • Teach Aviation Law in the Aviation Management program at this private college.  Course materials include a review of international legal structures in aviation law, Federal Aviation Administration requirements affecting airports and commercial aviation, Transportation Security Administration legal requirements, liability concepts affecting different participants in aviation, aircraft transactions, legal methods for mitigating aviation risks, and personnel issues in aviation.

    • Course materials included writing techniques for creating effective legal documents in a variety of settings, such as leases, contracts, and pleadings.

  • Replacement Airport Business Agreements.  Representation to create business agreements for a new small airport providing commercial service, including the airport’s airline agreement, FBO concessions, private hangar agreements, car rental concessions, SASO concessions, ground transportation arrangements, and transition issues with tenants at the former airport. 
  • Disadvantaged Business Enterprise Program.  Assistance for implementing the Utah Uniform Certification Program (UUCP) and legal analysis for disparity studies at international airports.
  • Salt Lake City Procurement Code and Administrative Rules.  Legal support and drafting to create the city’s ordinances and rules governing procurement for construction, professional services, and supplies and services for all city departments, including requirements for bidding, RFPs, evaluation, and protests.
  • Passenger Facility Charge Programs.  Legal support for passenger facility charge applications authorizing $450 million in collections at the Salt Lake City International Airport.
